Kobe air port is going to international airport in 2030, news says.

In my memory, Kobe airport was built in the year after Kobe earthquake. Because central government supported Kobe for the recovery from earthquake. As a result, we should have re-built Kobe port not Kobe airport. Kobe port sea is not so deep, then we should have digged more deeply. I didn’t understand why airport? why not port?
